Refinishing Problem

I had the opportunity to refinish 3 dresser cabinets. They were in pretty good shape, the customer just wanted to have the scratches removed and a new finish of the same tone applied. I don't know if the existing finish was shellac, varnish, or lacquer. The finish was a red mahogany or cherry, pretty dark. I cleaned them up with a water based furniture spay-on cleaner. Applied Watco, Howard's, and Formby's. I cleaned between each application with mineral spirits. I always got a smeared finish with a lot of ghosting. I finally applied Watco and didn't wipe it down. I got the finish I wanted but it seems the finish is still green or tacky. Where do I go from here??? We have had some very hot weather and high humidity. I was hoping when we moved them in the owners home the controlled environment would stabilize the drying process.
