If you are asking about the "wheel" your finger is pointing at, they lock the connecting tubes between tables.

connecting tubes? Like the tubes the fence rides on? Or something else?

They are shown here on these configurations. They are called extension table connector tubes (4-27" long supplied with machine) You can purchase more separately in original length or longer ones if you need them. They slide inside the tubes the fence rides on.

If thee are a gorilla they are for deforming the tubes by depressing deep dimples into them. :D
