Google “planer knife sharpening machine”, look at the images, and you’ll se a lot of blade/knife clamps that look similar to that assembly. The knobs on yours look a lot like the ones on this Makita.

A bit of searching, with Buckeyes hint, and I found it. Looks like a useful tool, if I had the drive unit.
