That is a Canadian Cessna 182 about 58 or 59 model. It will easily fly with 20 degrees of flaps (what he used) at about 50 MPH. Kind of a neat trick. Better than trying to launch a 182 from a boat... (not counting an aircraft carrier)

I question the sanity of ... the guys in the trucks following the plane!

Like Rjent said the speeds were probably in the 50 mph range. Not a lot of danger there.
Now if they were trying to land that would be a little different.
Naval pilots do this all the time only they up the fun with catapults. And are on a heaving seas and know sooner or later they are going to have to do the same thing in reverse when they land.
Many early German jets used cable driven trolleys to launch from.

No one asked the question "How did they land it in the first place?"
I would guess they have done this before and it was a new float plane conversion.

Truly thinking out of the box.
All the trucks were definitely FAA escort. I am surprised that they were not escorted by emergency vehicles in case of an accident.
Since it looked so new and clean, I am guessing that it was taken apart, hauled by truck to a rework facility, and finally assembled at the airport from which it departed.
An aside: Reminds me of many tricks I pulled developing databases for the Navy while working at NAS Pensacola. I love the ingenuity.
