Thanks for the suggestions. I had thought about using contact cement for the drive sleeve but the sleeve needs to be stretched and fitted over the drum. I didn't think I could do that with the instant bond of contact cement. So I ordered a tube of 3M industrial rubber adhesive #4799 and will try that.

even with the bandsaw tires the contact cement that is furnished by shopsmith is not used as a "contact" cement but merely as an adhesive to attach the tires.

That is Affirmative!! Just checked on my bandsaw tire kit!
I guess that answers my question of whether the Dap Weldwood Contact Adhesive I had sitting on my shelf would be an appropriate glue for my belt sander sleeve!
