I have used the conical sander for finish thicknessing of resawn thin stock. Worked great for some 1/8 x 4 inch stuff that I had done a bad resaw job on. I think the carriage bolt is to center the table saw blade in the insert. Used as a quick reference point. Later models have a 3/8 inch hard plastic ring on the back waytube to set this distance.
