Perhaps it's a screw chuck for use on the lathe. A number 14 wood screw fits nicely in a 1/4" hole and the set screw in the silver piece would hold it in place after screwing it into the wood.

You can avoid some glue up mess by using masking tape. Dry fit everything together and then apply tape to those surfaces where you expect some squeeze out to occur, like on the dowels between the two wings of your airplane.
